I am unable to move notes on scapple by highlighting and dragging, only with arrow keys. How can I fix this?

But it should (and does) lock arrow-keys movements too.
Perhaps reboot your computer. (?)

Yeah, locking the board like that should completely block movement mode from even being toggled. The icon in the footer bar will go away, and be replaced with the padlock icon.
After a reboot, if that doesn’t work, I’d reinstall the software from a fresh download. That would also clear up any potential confusion with running an ancient version with old bugs.
