I pulled out my writing laptop after an extended hiatus, and tried to run an update, but the system says that my Scrivener 3 for Windows is up to date. This version was released on July 6, 2023. Have there not been any updates for this since then? No bug fixes, nothing?

I suspect you’re still running a version that failed to pick up updates. Just go to the download page and download the current version. I think it’s v. 3.1.5.1 (I’m a Mac-user and can’t be sure, but I’ve seen threads about this).
