I would use inspector>comments and then assign a color to it. Is this the best way when editing?
Over time you’ll find that “best way” is pretty relative to the user.
Scrivener more than often offers multiples ways to reach your objective.
The path to achieve x or y is rarely unique.
In your case you could also use inline annotations. Which gives you an extra (and different) way to take notes.
You could use comments for paragraph level notes (more general), and annotations for editing notes. (Just as an example.)
Usually inline annotations. Sometimes document notes, for something that applies to a whole section rather than a sentence or paragraph.
