On my view menu under layout there is no ruler. I’ve wandered through all the menus and can’t find the little rascal. With my clumsy all-thumbs way of stumbling around Scrivener, might I have made it vanish?
Under the “Format” drop down menu, you should see an option that says “Show Ruler.” Pressing CTRL-SHIFT-R should also bring up the ruler.
To show ruler in 2023-2024 press ALT-SHIFT-R
As well, in the modern version of Scrivener, if you are unsure of where a command is you can use the menu search function, at the very top of the Help menu.
Actually View → Text Editing → Show Ruler. That’s where it is on the Mac, so I’d assume it is there in Scriv 3 for Windows.

They were referring to where it was in the version of Scrivener for Windows back in 2012. The Format menu was an interesting beast back then, almost better thought of as “Misc”, handling everything from text manipulation like uppercase/lowercase, to whether certain things were showing in the window, and even handled inserting citations.
