Hmm. I wasn’t able to make my QR panes float above non-Scrivener windows. Maybe a Mac OS version thing?
In any case, the relevant commands are on Scrivener’s Window menu.
Here’s what I’m talking about:
The open app window is a Numbers spreadsheet, as seen behind the QR panel. (it’s a ‘reverse plotter’ assessment of how the Scrivener manuscript is shaping up)
On the QR is a question I intend to deal with in the revising of a Scrivener manuscript. It’s not relevant to work done on the spreadsheet and is only getting in the way.
I want it visible in Scrivener as a reminder in one of a number of scenes I am revising simultaneously in a particular sequence, and to not overlook it. But it’s of no help when I’m in a program other than Scrivener.
Ah, that’s not a QR pane, that’s the Scratchpad, which is a separate thing. It always floats.
So the solution is to put the question in a Binder document, open that in a QR pane, and float as desired.

No worries. Scrivener has a lot of options.

A QR panel is apparently ridiculously ginormous for a 9-word ‘reminder’. Even squeezed down, it takes up 1/4 of the real estate on my 13" laptop, so no, not happening.
I decided the best idea is simply a comment attached to the moment I have in question.
You can stick with the Scratchpad easily enough!
The ScratchPad has a universal hotkey to toggle it on and off – which works even when you are in another app. On my installation the key command is shift-cmd-return. This is configurable under Scriv Settings > General > Scratchpad.
Probably even handier than having it not float.

I’ve been using Scrivener daily since 2017, though I’ve not really found the scratchpad as something that helpful, but I’ve been using it a bit the last few months, so I’m a scratchpad newbie.
