Word frequency statistics?

I don’t understand the “Frequency” percentage in the word frequency listing. For example, in a 2600-word short story I see

Word Count Frequency
was 29 16%

Sixteen percent of what?

The frequency statistics are a comparison against each other, most frequently used to least frequently used. The most common word is 100%, and the rest are based off that. So e.g. if the most frequent word appears 6 times, a word appearing only 3 times is used 50% as often.
