Did you include the word “Sesame” in your command to “open”. 
Just kidding.
Gotta say, please, provide a bit more about what you are trying todo, how you are doing it, any error messages, etc. Then might be able to help.
I believe you need a default internet browser to be set in your OS for it to work.
Scrivener is sending the launch command, but the OS has to know what to do with it.
