Cannot get British English text-to-speech on Windows install

I’m trying to get the text-to-speech to use the Windows British English voices. No luck.
I’ve used them in MS Word on this computer, so I know they are available.

I found a way to get it to let me specify british english by specifying the mock text-to-speech engine instead of the native windows engine. But then it makes no sound, and I can’t find any info on the mock text-to-speech engine at all.
