Drag & drop functionality for QRP doc icons

Can you please implement all of the same drag & drop functionality for QuickRef panel header bar icons that is already implemented for Main Editor header bar icons.

I might have read somewhere that this is on the Windows team’s ‘to do’ list, but putting this out there in case it’s not.

This request is specific to Windows Scrivener, as according to 12.6.3 in the Mac manual, Mac Scriv can already do this.

Yes, this is a known issue that was remarked upon in this thread, which is admittedly a compendium of feedback all at once.
