No i am not Scribbling. Never tried as I have been typing since 1966. Pencil in one hand to select, copy, paste, delete, and navigate. even if it can do handwriting it is not something i expect or want. have not even tried. But the app responds to Pencil and L&L “supports” it when asked. So far as I am concerned Pencil is “supported”.
Okay, I’m with you. That’s how I’ve been using it. I’m also a typist rather than a longhand composer. Although, I thought it might be fun to try if that was working for you.

Ulysses does not work “okay” (all due respect), Ulysses app is simply greatly crafted to work seemlessly across both devices. But at the same time, Ulysses is Apple devices only and has a subscription to work as intended — of it would be read only.
I rarely use Scrivener on iOS, and sadly even the syncing is lacking. The devs are well aware of it.
People keep saying that but for years syncing to iOS with Dropbox has worked for me.
To help is all know what to look for to check for the same flaws you see, specifically what is lacking?
I agree with @rms and @tommasoavati - sync is trivial, reliable, and while there were problems with it during the iOS 13 era back in 2019, those problems were solved long ago (fixed as of iOS 13.4). There is nothing cumbersome about it.

Save your projects that you want to sync to Dropbox/apps/Scrivener (or chose another folder as you see fit);

Make sure Scrivener on iOS is linked to the appropriate Dropbox folder (the one you chose in step 1).

Press the sync button; and
One more thing, while sync used to take forever, it is now quite snappy.

You can probably thank Dropbox for that, plus maybe development of good synchronization habits by our users. We haven’t changed anything significant.
